Networking A Windows 7 PC With A Mac

I know I am missing something here, and I've searched the forum but did not find an answer.

My Toshiba Netbook running Windows 7 Starter is on the same network as my mac. I am able to share from the mac to the Netbook - moving files back and forth etc. But I am unable to get the Netbook to recognize the mac from that end of things.

This used to work with an older mac but I replaced it, and something is different and I just don't know what it is. If any of you guys have any ideas I would be most appreciative.
