After a good wifi sharing program

I'm looking for a program that will allow people to connect to my wifi and with the ability to impose daily transfer caps, time limits, site blocks etc.
Like an internet cafe in essence but one that doesn't need to configure the router.
Freeware or shareware.
Anyone got any experience and can recommend some ?

I Googled this and found it difficult to find anything related to Windows 7. There are plenty that reference Windows 10. Perhaps the following will give you some insight =>
