Some downloads slow on only one computer

I'm in the US and have a really strange problem with download speeds on one of my PC's.

All PC's I've tested are on the same network and I get the same results on all except for one.

The problem PC can download all files at the same speed as the other computers with the exception of files from overseas. This PC maxes out at 2.5 MBps when I download anything from the EU whereas all other PC's get 11 MBps with the same files.

Let me describe it a different way:

Results of download of test file #1, US to US:
  • Problem PC - 11 MBps
  • All other PC's - 11MBps
Results of download of test file #2, EU to US:
  • Problem PC - 2.5 MBps
  • All other PC's - 11MBps
The issue is not with one particular file. It's with all EU downloads on this one PC. I get the same exact results in Safe Mode with Networking. I have tried different browsers. I have disconnected the Ethernet cable and connected it to a laptop and get full speed with it so it's not a cable or switch issue. I have changed the IP on the PC and it did not help. I reset the TCP/IP stack and Winsock using commands (Truly reset the TCP/IP stack – Fix network/internet problems | TCAT Shelbyville – Technical Blog) and that made it worse! Now I can't get over 650KBps.

I'm stumped. What could cause this and where do I start to troubleshoot? What is different about packets coming from longer distances away?

I have tried manually resetting all network and TCP/IP settings every way imaginable. I have tried everything that Google has turned up without success. Finally... Just before throwing in the towel and re-imaging, I tried a "hack" tool and it worked!!! I ran this tool (h**ps://www.getblackbird.net/) with the -r flag even though that tool had not been previously used on this PC. I don't know what settings it resets but it fixed the issue. I'm sure whatever it did could be done manually if one knew exactly what this tool resets with the -r switch.

I would be a little leery about using that tool based on what this website-

Download Blackbird - MajorGeeks

says it does to Windows.

However, the funtion of the -r is described there. Ironically, it resets everything it did to the Microsoft default values. Like you, I don't know what Microsoft value it changed to correct your problem.
