WinHTTP WebProxy Event and Internet Drops

Hello, I have encountered a brief internet drop during the event "The WinHTTP Web Proxy Auto-Discovery Service service entered the stopped state." more than once.

Tonite at about 9:53pm pacific, I have encountered this: I notice my currently playing Netflix show stopped, and one online game has a brief lag where I am unable to interact with anything. This lag and show stopper seems unusual, and reminds me of a previous time in the last two weeks about 5am, the show I was watching stopped, the one game lagged in the same way, and another online games I had running had completely disconnected from the internet. Both the 9:53p and the 5am had the same event at those exact times.

Event: "The WinHTTP Web Proxy Auto-Discovery Service service entered the stopped state."

The first time, I spoke with friends who suggested I check the event log. After that, I did a quick google search and found a thread from 2012 with my exact same issue.

WinHTTP Web Proxy & Internet Dropout

Since this is the second time it has happened to me in less than a month (and I do not want it to happen again, because of the damage that can happen if I am disconnected from my games, raid night in WoW, raising a dino baby in Ark, etc) I come posting here for help.

I am not a programmer. Does anyone know what can be done so I can keep playing my games and videos uninterrupted?

    Edit to add:
My reaction to the first event (5am one), I done a modem reset thinking that might remedy my issue, and also contacted my ISP but they saw no connection issues. I 'had' two computers connected to this router/modem last time... But one of my suspicions is that something with the May2019 update to my Win10 PC may have caused my Win7 PC to disconnect, so I had removed that Win10 PC from the network, but tonite's disconnect to my Win7 PC shows me that disconnecting that Win10 PC didnt resolve the disconnect issue.

Are you connecting via a proxy or running a proxy server on the pc?
