Hello. I have a computer which I would like to cap network speeds (for example 10mbps up/down at any one point). When a new youtube video is opened on this computer, it sucks all my bandwidth initially to buffer the video and boggles down my other computer.

Can windows 7 cap network speed innately? If not, what is a good, and especially trustworthy free program that could do this?
