Access denied error code 1020 (for learning purpose)

I suspect that I was blacklisted from accessing a web platform (please don't ask what is) and I'm not complaining about that.
What worries me is IF I was blacklisted, how can they know who to blacklist?
In the mean time I changed internet provider (so different IPs) and the entire network hardware and configuration so am I still blacklisted or am I just being paranoic?
For learning purpose only so if I'm really blacklisted, be it I don't mind but I want to understand how does it work.
    Thanks in advance.

    Cloudflare?

Then it could be a WHOLE lot of things... The IP address, the ASN, their WAF (Web Application Firewall), type of browser, request method, you freaking name it.

Were you using a VPN, a proxy, Tor? Even whole countries can be blocked.

I am not using any of those VPN, proxy or Tor.
And they didn't block the entire country because the platform is 100% active.
Also I can access it by using an Android emulator's browser on my tablet, just the desktop PC is locked out, but as I said I changed internet provider and the whole hardware.
