My internet speed is terrible, but only on my PC

Tried rebooting the router, swapping ethernet cables/ports, rebooting the PC sometimes seems to help for a bit but then it slows down again. Seems to come and go in general, really.

Right now my phone, connected via WiFi, gets 32.9 down/18.8 up. My PC, connected via ethernet, can't even load the speedtest page and is struggling through a YouTube video at 240p with constant buffering. The YouTube home page took about 30 seconds to load, with the images slowly scrolling into place - an effect I haven't seen in decades.

    Router is a TP-Link AC1750.

Seems to be affecting use of my NAS, too, so it's a LAN issue rather than an actual internet issue. Noticed when I tried to open a command prompt in a folder that's on my NAS and it just opened a blank window and sat there for ages, but I could open one in a local folder instantly. ipconfig attached.

I don't see why it would be TunnelBear, given that it's disabled 99.9% of the time. Haven't used it in months. An incompatibility with Win10 is definitely not the issue given I'm running Win7.

That aside, I uninstalled it and have noticed no change.

An upload that would normally take 1.5-2 hours is in its fifth hour with two hours remaining.
