Takes 30 Minutes To Copy Files Across LAN

Copying two files (< 2 GB combined) on one computer's C-Disk across LAN to Samsung external disk connected to Excellon USB hub (8 ports but only one in use) on second computer. Used to take at most about three or four minutes, now taking about 30 minutes. Both computers same Win 7 as had been all along.

I know a hub can sometimes be an issue but this is the same hub that I've used all along. What could Windows have changed that would do this?

I moved the disk off of the hub to a direct connection to the computer so the problem is not the hub. The problem must be the LAN. I'm copying a file that used to take three or four minutes. Now its been copying for that amount of time and it says over 20 minutes remaining (same "from computer" and same "to computer/disk"). The speed of the copy is down to 960 KB/second. What could have changed on the LAN that would do this?

I'm afraid I don't know where to check that speed.

I also realized that one thing that changed from when the copying had been faster is the router. Because of a problem with one of the ports, the ISP swapped out the router but not with the same brand/model. I had the Sagemcom and they replaced it with a D-Link.
