Under Windows services (type services.msc in the search box) is WlanAutoconfig enabled?
Yep, its status is listed as 'Started'.

All that utility does is tell me my wireless adapter and driver version...
PS: I updated drivers but to no effect.

I'm running 32bit Home Premium, which came installed on my laptop.
Seeing as the hardware is brand new and a native Windows7 machine can't you call Toshiba support?
Perhaps there's a generic/system specific issue they can talk you though...
