Well if you cannot ping from one machine to the the other, regardless if it has internet access or not, nothing will work.
Your W7 desktop is wired to your router. What is the IP setting you have set on it (give ipconfig /all details)?
Your laptop which i assume can connect to the wireless network. What is the IP setting on it (give ipconfig /all details)?
You know the XP pc requires a User-name and Password to log on to, and also it does not belong to me it is my mothers pc, anyway could this have anything todo with why I can not access it???

You need to not have the connections bridged of anything.
Your Xp wireless connectons is Ethernet adapter Wireless Network Connection 2:
Where is "Ethernet adapter Wireless Network Connection"?
First, get the W7 desktop connected to the router and make sure it is working fine. This means surfing the net.
Second, get the Xp wireless connection connected to your wireless network, Make sure it can log on and surf the net also.
Although accessing the net is not essential for file and printer sharing you might as well get this out of the way so you won't have to ask later.
Try it and come back telling us it's "done".
