Upgrading has all sorts of problems associated with it. Now we can safely add networking problems to the list. In your case with the upgrade from Vista the problem was most likely that winsock needed to be reset. I've helped fix that problem quite a few times. In your case running the batch file below would have most likely fixed this problem.
Try running this batch file which will reset winsock, reset the TCP/IP stack and release renew your IP.
You never mentioned that you upgraded or the problem would have been approached differently as we are all aware of the many problems associated with upgrade installations. Glad you fixed the problem and reported back in. :)
