Open your wireless manager, right-click on your neighbour's connection and select 'add to exclusion list'

I work with a guy who built himself a big old antenna so he could do his torrenting off other people's networks.

you should be able to move yours to the top of the list and windows will automatically try that first ?

    Okay.

Click "Start" (Windows icon at lower left corner of the screen) .. then click "Network".

Now on the toolbar, click "Network and Sharing Center".

On the right-hand side of this window that pop ups, Click on "Manage Wireless Networks"

Now click on your neighbor's router & click "Remove" on the toolbar..

All done, As long as you don't connect to your neighbor's router manually.. it will never connect ever again.
