I was really hoping to not have to do a clean install, but unfortunately it's beginning to look that way.

Well if all else fails and the Op system or registry is truely messed up than a system restore to before the problem occured should clear it up. Shouldn't need to do a clean install.
Although sfc/scannow command may also fix the problem if it's a file problem.

I did restore it, to yesterday, before the problem existed, I still have to same problem. And yes, it has ran off this network for the last 6 months or so.

I vote for a clean install.

Also, why do I have so many tunnel adapters? Should I, or do I need to, get rid of them? If so, how?
You can get rid of them. Under Device Manager, at the top click View then select Show Hidden Devices.

This is what mine looks like:

I don't trust those restored images much either but people hate reinstalling so sometimes it's the only option.

I tend to agree with aem and chev65. A clean may be your best bet as unappetizing as it sounds.

I'm really looking to avoid the clean install on this one. Also, here's a pic of all my adapters, would you be so kind as to tell me which ones I'd be safe deleting. Thanks. Don't ask as to why or how I have so many, I have no idea. Maybe this is the cause of my problem?

Do you have Eset running on your machine? It could be causing these problem for you.

That Eset personal firewall could be a big problem. If you have Eset I would uninstall it.
