On one computer where I work we were having this problem, and disabling malwarebytes fixed it. Not sure what that was about, but it was a good straw grasp. What kind of network cards? I've only seen this problem with realtek devices. After installing a broadcom NIC in my HTPC the issue stopped, although shortly thereafter the problem stopped on both of my HPs also.

Are your system interrupts hogging all the processing power like mine was?

All of our desktops are running Gigabit MOBO's with onboard Realtek PCIe GBE Family NICs. I guess that would explain it then. We don't have much cash at the moment, especially not to add new NICs to all of our PCs.

Oddly, when the system freaks out, my CPU usage drops to about 2%.

I got my broadcom-based card from Newegg, it's a Rosewill PCIe gigabit NIC. Put be back $14 IIRC. It's worth trying.

Also wanted to put this out there, but this is what fixed my work PC. After this I was able to use Malwarebytes again:
