Normal fot ping to double then half ?

So I continue to have problems with Windows 7.. I want to believe it is the better platform but over and over again I notice things or slow downs, it also doesn't seem to be as good at multi-tasking.. but todays issue is that I have finally decided to play some games on it and during game play I kept having little issues but they became annoying so I decided to do a speedtest and everything came back fine except my ping seems high.. It's at 107 then 5 minutes later it went to 54, another check and 45 but then five minutes later it was back to 103 and 2 minutes later at 54 again... I have also seen it at 23 in the time since moving to Windows 7.. Is it normal for pings to jump around so much? Being half then doubling in a few minutes time ?

What security software are you running? Does the issue continue if you remove it/them?

First test taken 2 minutes before the second.. In Houston and it suggest I test from here to the Austin location so that's what I have been going with

Norton 2010 and Malwarebytes are the only active modules associated with security along with Windows firewall.. I'll try to disable both active modules and see if the problem persist
