Sorry I think I confuse myself at times
Yes to use homegroup you have to be an a home network, all other network types disable Homegroups, this is one of the switches that is set when selecting the type.
The Network and sharing center shows the network type under the network name - this is a link that allows you to switch between the three types,
These types can be customized on the advanced sharing screen, though only two sets are shown Home/work & public. Home and work are identical except for the enable homegroup switch which is fixed on for home off for work

Control Panel\All Control Panel Items\Network and Sharing Center\Advanced sharing settings
although this can be a dangerous thing to do as it may open up the system to outside influence.
What these presets are designed to do is the allow you to securely use a public network, but as soon as you connect to your home or work network you will have the sharing settings enabled, that you need.
