I came across a blog with it and found out it is a good way to tell if a friend's system has shared resources also if my own system has shared resources viewable but when i try to run it doesn't work just says service not started is there a specific setting i must have/change to get it to work.

SHould work. Are you logged in as an admin? Try launching an elevated command prompt and then trying it.
