Do you have to have team-viewer on both PC's to be able to gain access?

Yea you need to have it both computers. There's a unique ID for each TeamViewer installed and you connect with that ID.

Creating a new folder doesn't change anything. I still don't get write access. It's strange cause my laptop is set up the same way with the same sharing/security options but Laptop --> Desktop works.

In advanced Network sharing, do you have "turn on network discovery" checked on both computers ?

Oh, so that's why it didn't work. It was turned off for public. It works now, thanks for the help.

If you setup TeamViewer to let you access the machine 24/7 and it starts when the machines starts, then YES you will have access to the machine without anyone being there. It works the same with:

Hamachi works well: https://secure.logmein.com/products/hamachi2/
or
NeoRouter works well: NeoRouter - the network revolves around you
