Or perhaps limit the outgoing connection speed? I don't really want to limit both incoming and outgoing as Incoming is never a problem for me.
Is there a way to put a speed limit or to not allow quite as many connections going out of my system (or router)?

You can limit outbound connections either by accessing your router and closing ports/modifying speeds.
Depending on the router you can universally access your router using your web browser and by typing in your address bar the following: http://192.168.1.1 you will see your router's main access page and you will be prompted for your user name and password. If you have not set a name and pwd then the generic admin for both will get you into your router. A word of caution: If you never attempted Port Forwarding or throttle back please don't attempt it!
No no no, that's not what I meant...
One of protocols that are sensitive to upload bandwidth is torrent... If the OP indeed having problems with a BitTorrent client, I have a solution for him - regardless of what he use the protocol for... I don't need nor want to know.

OK, thanks for all the feedback.
By sticking to google and google some more, I found a nifty little freeware utility called NetBalancer by SeriousBit. It has exactly what I was looking for, and some extra stuff. And, of course, you can't beat the price.
And, yes, It's peer to peer, but mostly I'm using it to watch the World Cup, so I don't know if that qualifies as pirating. You know, that's half the trouble with the web, You can never be too sure what's allowed by the big companies and what they'll go nuts over.
