I don't want Windows 7 to diagnose network!

    Hello All
I just bought an HP with Widows 7 Premium. I deal with tech support and in the process I have to diagnose networks that I know are not working. The problem I have is that my new PC(Windows7) wants to diagnose the network connection all the way out to the Internet and it takes too long in telling me what I already know--there is no connection to the Internet. How can I keep my new PC from doing this? I just want it to tell me if the ethernet cable is live---NOTHING ELSE! I would like to give it a static IP and have the PC connect(or not) to the network right away, not just hang there trying to diagnose the situation. Is this possible? XP was(is) that way. I know that 2 minutes might not seem like much but it actually is a long time because I have to wait for the computer before I can make other changes.
Any and all help will be greatly appreciated.
