Im already on sp1 but cant install ie9 beta.

Details...Windows XP users are unable to install Internet Explorer 9, and now it looks like Windows 7 RTM users won't be able to either, at least once the final version hits the 'Net. When Microsoft releases Internet Explorer 9, Windows 7 users will need to have Service Pack 1 before they can install it, according to the Internet Explorer 9 Beta FAQ for IT Professionals. Microsoft did confirm, however, that IT pros will be able to add IE9 to existing Windows 7 images in order to streamline the deployment process.
I dont have sp1 (unless it auto updated without my knowledge) and Beta IE9 x64 installed just fine.
edit, never mind. On re-reading, I see the topic is referring to the full release of IE9. Not the beta.

Update: Internet Explorer 9 doesn't require Windows 7 SP1Update: Microsoft reached out to us via email saying that IE9 will run on either Windows 7 RTM or Service Pack 1. It seems like IE9 could come out earlier than next year, and won't actually require SP1 to work;
Glad they clarified that the shared components between IE9 and SP1 will be installed when installing IE9 sans SP1.
It would have been a mistake to say "You need to download and install SP1 first" when the user just downloads IE9 for install. SP's take at least a half hour on average to install.
While I like IE9 I think they are taking way too long release it.
Firefox, Chrome, Safari, Opera etc all are releasing better and better versions all the time and Microsoft releases updates and new versions of IE at very slow rates.
