I'm sure it will be just as effective on combating piracy as the "War on Drugs" has been on combating the drug trade ...and I mean that with the utmost sarcasm
The war on drugs could be won very easily if they wanted, it brings in way to much money to the law inforcment system and communities for them to want to stop drugs comming into the country.
which is exactly why there will always be a war on drugs...

this bill will be be expanded to monitor ISPs, because it's unenforceable as it stands, and they'll use it to throw people in prison as soon as they catch them downloading anything they're not supposed to

I know right. Proof of this is all the wonderfull bills our government is trying to pass as we speak. (example: Nobama care) which is obviously for bigger government and in turn raises taxes for a lower quality of health care.

I know right, if only more people understood this we wouldnt have the yupies in office that we do. Proof of this is all the wonderfull bills our government is trying to pass as we speak. Don't get me started on Nobama Care, I just got my new Insurance Bill, had to call them because I freaked out!!! They told me they had to raise everything 46% to cover all the new cost because of the Nobama Care Bill. So how is this helping me again??? How do I now pay this new increase when we barely make it now?

    Nobama Care

That was not supposed to happen till about 2013-2014. They are going to start brushing things like this under the table and you will never ever hear about it in Main Stream Media. Not significantly anyway.

Look at what McDonalds is trying to do. Except they are going to get a Pass by the Tyrants in charge.

Your right about them brushing things under the table and trying to sneak it past.

This bill about ISP's required to block pirate sites is no exception. Im sure there are strings attached, or it will be abused.
