It is the interface for add on cards like a video or sound card. It has up to 16 serial data lanes and different cards use different amount of lanes. Most video cards use 16 lanes but on some motherboards if you use two video cards it will give each slot 8 lanes. As you can see in the pic the 3.0 version is double the speed of the present 2.0 version. This is not USB which is a different interface but since USB 3.0 is implemented on the motherboard with a special chip, that chip is tied to the PCIe bus and uses a 4 lane connection.
