It doesn't affect the US. It's because Microsoft got sued by the EU Commision for "forcing" people to have IE installed on Microsoft's own OS, so it somehow made an unfair market share as IE was installed on 90% of the world's PCs.

North America won't be affected. Microsoft offering a choice is a good thing, but not because they were forced into it by the EU. Besides, we all know how to choose an alternative browser anyways.

As is said the ballot screen (if accepted by the EU) is only obligatory within the EU so i guess MS has no need to check if the EU version is used outside of the EU. You should be able to install an EU version anywhere.
