It has everything needed to build and test apps, yes. But it won't have certain features that will be added later, like Windows Media Center, for instance. If you need to develop applications or add-ins to interact with the missing components, you'll have to either wait for a beta release or use this to test code against the new APIs for touch, the gyro, etc. It appears there will be a build without the dev tools, so it will at least be full enough to run and test most things.
