    It has everything needed to build and test apps, yes. But it won't have certain features that will be added later, like Windows Media Center, for instance. If you need to develop applications or add-ins to interact with the missing components, you'll have to either wait for a beta release or use this to test code against the new APIs for touch, the gyro, etc. It appears there will be a build without the dev tools, so it will at least be full enough to run and test most things.

    That is on the Win 8 blog page at the bottom:

    NOTE: The preview build does not include every feature shown this morning. Shown but not in the Developer Preview release include the Windows Store, Windows Live Metro style apps, and some of the user interface features. The focus of the preview is the API and development tools for building Metro style apps.

    What do you mean you can't get it to work?

    Looks and works Ok for me. You can't download the bits until they go live and update the site with them later on today/tonight/tomorrow.

    The screenshot you put up there is normal at the moment.
