I'd put them into orbit around Uranus...
Hackers having their own satellites and ground stations to monitor them is going to cost hell of a lot of money, and it is difficult to gather such kind of money. They just don't have that kind of moolah and setups.
Getting a comsat and finding some country to launch it for them and later on controlling them through ground stations is going to be very expensive and not only that it will be illegal to operate as per the government norms, and the governments shall very easily crash the whole project.
Running underground web sites is one thing, but this project is very huge and will be difficult to run. Such ideas are only possible in movies like James Bond 007... but not in real life...
