I remember a video posted in one of the threads of this forum, which mentioned a point that was interesting to me, in that apparently in Canada, they charge an additional tax on optical media, in which a portion goes to the A/V media owners. By doing so, it apparently is not illegal to copy any media in that nation. Not certain how that would work here, but it sounds a lot better than the way things are going now.

why not just create a tax and leave internet alone

Of course it would. The vast majority of casual piracy happens because there are too many obstacles in trying to get the product legit.
Non-technical people don't wake up and say "I wonder what's hot on TPB today lol", they just want to get the stuff they saw trailers for on YouTube or whatever their friends have been posting on Facebook or Twitter or whatever social website of the month is.
It should be kept in mind that once a tax is created, there is no real way of controlling it. That is why I would prefer a tax on media, rather than on the internet itself. A media tax should be dedicated, and not placed in the general fund to get "lost". No internet tax for me.

there are taxes you pay that is going to things such as ssi,food stamps & medicade
so why not create a tax & just leave the internet alone free&open & the big wigs get the tax that internet users pay i would be 100% fine with it im already paying taxes for a lot of sh!t

This is one of the main reasons why pirating happens. Availability is just non-existant in some places.
Having no income is why some people pirate as well, but not as high as the reason above.
No matter what the movie/music/game industry does, there is always going to be pirating, and they just need to face the fact that limiting it is only going to make it worse, yet they're dumb enough to keep forcing people to pirate their crap because their greed is overwhelming. (Greed = Fear of being poor, that's what Greed basically is).
