We shouldn't be too harsh on it.
There are a lot of good things about win8.
Many of the staff at MS have done their best.
Unfortunately, it has been afflicted by bad decisions.
I'm not sure if calling this terrible is being too harsh. For the vast majority of computer users, the way they use their computers, doesn't fit what Windows 8 is trying to do at all.

I don't think its that bad, but I'm still not ready to use it on my desktop PC. At some point I'd like to get a tablet or maybe a slate. I think I could handle metro on that type of device. I may end up eating those words but we'll see.
I am sure Hitler, Stalin, et.al. were afflicted by bad decisions as well. Those facts are irrelevant when compared to the horror of the results of their works. It takes more than a nano-liter of good to overcome a mega-ton of bad. Windows 8 simply ignores 20+ years of user experience with what it takes to be productive while attempting to do real work.
Touch phones and tablets are great for consuming content and sharing the warm and fuzzes but are as useful as soda straws for putting out forest fires when complex content must be created on time, on spec, and on budget.
