The whole privacy think is grossly overblown -- even the NSA has a huge overhead so why on earth would it be bothered with monitoring EVERYONE even if it's quite feasible to do it -- complex algorithms would really be required to sift through zillions of PETABYTES of data.
I've been reading the British Sunday papers where it seems they can't even record accurately the numbers of people who they actually have IN JAIL at any one moment -- and haven't a clue on the numbers arriving and leaving the country either --- it's actually true from experience -- I often fly to Iceland or go via EUROSTAR train to Brussels / Paris and while UK immigration check documents ARRIVING into the UK I'm almost never requested to show documents when LEAVING !!. - Especially from St. Pancras International Rail Terminal. There's usually a FRENCH immigration officer on the departure side but I think I've only ever seen a UK one on departure about twice ever since the service started from St. Pancras.
My experience with government based I.T systems in other countries is somewhat similar -- seems Government I.T around the planet doesn't have a very good reputation so I really wouldn't pay any lip service to "Data privacy" concerns from government agencies unless you've got something to hide.
What I WOULD make illegal is for people like GOOGLE to sell data on to those hideous organisations like Credit reference agencies (Experian, Equifax etc) -- since these NEVER act transparently -- people can get turned down when applying for credit cards / mortgages etc on the silliest of whims -- I know of a case just because a person used a certain BUS ROUTE in a dodgy area of the UK they were turned down -- the person refused had an almost impossible job of finding out why until a National newspaper came to the rescue. These organisations IMO are WORSE than the NSA - they should at least be transparent so if people are turned down whether rightly or wrongly then they can do something about it to fix the problem.
That's my only concern on "Data Privacy" -- not the people who've got it but if they sell it on to Third parties.

Let's distinguish here.
NSA and UK prison system don't make money.
Harvesting data for commercial research or tailored ads does. (and both are a reality)
The latter has a far higher chance that someone put one of such algorithms in place, or plans to do it in the future (looking suspiciously at you, Google).
That's standard practice on Italy-France and Italy-Croatia too. I assume that they only check to make sure that you aren't an illegal alien and/or a criminal (signaled to Interpol) or whatever. But then yeah, I've seen my share of cheap clearly chinese stuff sold from eastern european countries (that allows them to avoid any customs taxes for EU countries), that I highly doubt did pass any serious customs inspection.
