I'm one too. I have a twitter account ...... signed up for access to a forum/site (I really don't remember) and have never tweeted one single thing. I may have re-tweeted a few things and I follow a few people/organizations but have never actually "said" anything. My life is too mundane I guess for I haven't felt that anything important enough has happened that I need to tell anyone about it.

I think I read somewhere that the guy wasn't even going to get fired over it, surprisingly. Still, that's one heck of a mistake.

These non-tweeting accounts could also be computer generated accounts that are sold as twitter followers.
