Probably because a lot of users wanted just a desktop environment, this eliminates the chance of switching to the Start screen unless you really want to. It's giving you a desktop environment and a touch screen environment independant of each other. I just see that as MS listening to their customers to be honest.
Yeah that must be why they did it, LOL that was a good come back. I didn't realize that was why Windows 8 didn't do well, I thought it was just the lack of a menu.

I still prefer Windows 8.1 with my Start8 menu over this new design. With Modern Mix from Stardock I have always been able to use Metro apps in Windowed mode and pin them to the taskbar.

I guess, would Cortana and virtual windows be enough to merit a switch?

Maybe it will change by final release. I just don't think this will sell. Even if they gave this away, I doubt I would switch. If it came as an OEM install, would I buy Windows 8.1 to replace it? umm probably not, but I might.
