    Its what Google's aim is. The aim of the Chrome browser itself, is to have a browser that does what you need it to do, browse the web.

    The goal of the Chromium OS I believe is to provide something that allows you to do what you need it to do, browse the web, check your email, a few other things as well so it has some extra use.

    They have a minimalistic aim. Its good, I love the browser, I will try the OS when its actually beta.
