UPDATE: 2/15/17: We will deliver updates as part of the planned March Update Tuesday, March 14, 2017.
Our top priority is to provide the best possible experience for customers in maintaining and protecting their systems. This month, we discovered a last minute issue that could impact some customers and was not resolved in time for our planned updates today.
After considering all options, we made the decision to delay this month’s updates. We apologize for any inconvenience caused by this change to the existing plan.
Question that arises is it just the MS monthly security rollup that is delayed but the MSRT and imbedded Flash Player update for W8 and W10 machines will be released as scheduled?

Just received Windows Malicious Software Removal Tool (February 2017) via Windows update this morning.
Same here, plus the latest (optional) iteration of KB2952664 which I have hidden once again as it was one of the W10 nagware updates and may now be heralding another run at it by MS, or may otherwise be telemetry-related. Either way I don't want it.
