Afaik it is to prevent win7 users from having Intel 7th-gen processors aka Kaby Lake and AMD Zen/Ryzen aka Bristol Ridge.
I believe at one stage MS were intending to block 7 from Skylake, but they appear to have backed down on that.
I had read that they originally did a U-turn and were going to allow the updates on Skylake, but then I read recently that they're only going to allow updates on Skylake until 2018. So they will apparently start blocking those next year.
Edit: I've just checked and I might be wrong on this. Think I'm getting my CPU generations mixed up.
Last one I bought was Haswell so I haven't been keeping up to date with which is which.

Only to fix the bork up they made where its blocking certain older AMD CPU's.
But yeah... Great idea!

Early last year, MS stated that Skylake processors running W7/W8 would be part of the so-called lockout. Few months later, they said that those processors would be supported only through July 2018. Few months later, they said that all 6th Gen Intel processors would be supported until the end-of-life of W7/W8.
I also read that those who have the Carizzo chip and have already installed KB4015549 can simply uninstall that particular update and just wait till MS issues a patch.

Now it appears we have a real-world example of a supposedly-protected 6th generation chip, AMD’s Carrizo, which got zapped by the 7th generation police.
Microsoft’s own
Lifecycle Policy FAQ says:
What is the support policy for prior generations of processors and chipsets on Windows 7 or Windows 8.1?
Windows 7 and Windows 8.1 will continue to be supported for security, reliability, and compatibility on prior generations of processors and chipsets under the standard lifecycle for Windows. This includes most devices available for purchase today by consumers or enterprises and includes generations of silicon such as AMD’s Carrizo [emphasis added] and Intel’s Broadwell and Haswell silicon generations.
