Looking at it on a pure logic basis, as a software product gets to the end of it's life it has a long history of updates and patches - one of the worst parts of re-installing the software is investigating, collecting together and then installing what can be hundreds of individual updates, some of which may even correct errors in previous updates. You can solve a little of this by the use of a service pack which is a rollup of all updates to a certain date, Microsoft got a lot of flack when they decided to not issue an SP2 for W7. If you look at the roll-up system now in use as a type of regularly evolving SP2 it makes a lot of sense ( and microsoft does not have the potentially embarrassing climbdown on SP2 to deal with )
