Do partners see a different part of Technet? I understood that everyone sees the same pages, but certain downloads are greyed out if you aren't entitled to them. However, there are no new Win 7 downloads there since the original 7000 ones put up in January.

I'm not 100% sure, but I believe partners have a section of Technet that isn't available to normal subscribers. If I'm wrong, someone will correct me, I'm sure.

Depending on your subscription level, and if you have payed the subscription fees, determines what will be shown to you when you are logged into to your technet/msdn account. So, your technet/msdn paid subscription needs to be an account tied in with the OEM's that are receiving the RC in order to see the download links and keys.
