Anyways. If you are not familiar with BIOS settings and CPU settings, I highly recommend you take the time to research your CPU (temps, OCing results, etc) and explore your BIOS. Find all the settings and look them up, find out what they do and what effect they have on your CPU.

My suggestions would be to take some pictures of your bios opened to different tabs so we can see what is available to change.
Even though you have unlocked your bios Dell is notorious for not having very many user changeable features.

Though it is not reccomended you could do a googgle search for third party overclocking software but this is HIGHLY dangerous. and unstable.

With as old as your CPU and system is your really not going to see anything worth going through all the trouble to get. Plus I imagine your using a stock cooler which is problematic to begin with. I say this cause I don't see any cooling in your system specs and ANY overclock could possibly ruin your system due to it's age and not enough cooling. Especially if it requires any voltage increase.

I don't know that the AGE of it would affect overclocking, but overclocking it would have very little benefit because it is already too low on power.

That is why I suggested earlier to just purchase a new Pentium 4 @ 3.2Mhz. This is ten times safer than OC'ing your current one. The build is the same and the chip is the same, but it is tested and rated at that speed. I would also suggest getting a different Heatsink Fan for the CPU as well that will cool the chip properly....

Another note is that changing the FSB also overclocks the Ram. So the Ram will also have to have proper cooling.

First off, TERRIBLE idea.
EDIT: This isn't just a terrible idea. This will DESTROY that CPU. Literally.

Second off, if you are running your CPU at 3.5 volts it should have MELTED by this point.
Your CPUs operating voltage is 0.85V – 1.3625V.
