    Cpu underclocking?

I have an I-7 for my dell studio 17 and I have coretemp monitoring the clocking of it and more often than not Im underclocked the processor says it goes from 1.73 - 2.93 ghz well I often get around 1 or 1.3 one time I got down to .5 and my ram doesnt go past 2.5 ( have 6 total) thats even when im editing and rendering video. But my real question is why am I underclocked more than im getting the intel boost or w.e the cpu does?

Usually underclocking is a power saving feature, especially on a laptop. Your motherboard powers back different components to reduce heat and power consumption.

It's quite likley to be Intels Speedstep which cuts back the core multipliers when the CPU is under a light load.:):):)
