Just how many fans do you need for a system?

Well if there's no intake then a fan might not work there, or it might otherwise change the airflow design of your case in an inappropriate manner.

Why don't you tell us what case you are using?

if you have a few of them stacked together, then you may want to have a fan blow across them.
My front intake fan blows across the 5 drives at the bottom of the case, the other 3 are just in the 5-1/4" bays but they have grates on the plates so they get a little air across them.

I cool my hard drive with a front mounted case fan. It blows directly on to it.

Some information on the case or pictures would be most helpful. If your case doesn't have intakes in the front somewhere even if they are behind the plastic cover I would be surprised. If true its a very odd case and would be the first thing I would consider replacing with one of quality.
