Looks like a good case fan but is it suitable for a CPU cooler? Or are you now looking for a case fan
thats a good question, it looks like the wire mounts that the sink uses would work with these fans if i where to replace them at some point, i think the biggest question would be, doest it have enough RPM to support the needs of the heat sink, and my cpu?..
    And static pressure.

    Newegg.com - COUGAR CF-V14H Vortex Hydro-Dynamic-Bearing (Fluid) 300,000 Hours 14CM Silent Cooling Fan
Newegg.com - Phanteks PH-TC14PE_OR 140mm UFB (Updraft Floating Balance) CPU Cooler

side by side looking at the fans alone, the couger one win hands down, im not 100% sure how to check the SP, but i think it wins there too, just a hunch lol

what i could do is order the thing, use it for a while, go back and look at my temps, average out my cpu temps, order 1 of the new fans, throw it on there, see if i see an improvement ornot, if so, keep it, if not, just use it as my rear exhaust fan
