Most of Fans Controllers have a 3pins headers with tachy signal and Fan Controller is powered by 4pins Molex.

Some of those 3Pins fans can be plug onto the motherboards through the fan controller but on 3Pins headers.

Some far more expensive ones and for watercooling solutions driven by software can achieve that on 4pins System fans.
