That's normal mate. It's just the power saving doing it's thing. When the multi drops to x16, the voltage should be going down too. It fluctuates a lot when the PC is 'idle' (it's never truly idle, hence the clock adjustments.)
Go back to the BIOS and set the BCLK to manual @ 100.00 if not already done so.

What is your multi actually set to? If it's x39 yet boosting to x41, the turbo is still kicking in. Simply adjust the OC boost parameters to match your Multi. Normally, it gets 'disabled/greyed out' when you start getting things off auto.
Any chance of a BIOS screenshot of the advanced screens? Quickest way to do it. Stick in a flash drive and take a screenshot.
He needs to follow the instructions in my post for loading factory defaults AND clearing the CMOS settings and then check back with us.
