If you have manual Vcore, try adding 0.1V at a time.

I agree. But make sure that the voltage does not exceed the maximum for your processor, and that your cooling is up to the job. If you can't get it stable after reaching the maximum permissible voltage, then you'll have to accept that your processor maxes out at 46.

Note that you do all this AT YOUR OWN RISK.

These are the increments I can add 1 at a time

    right now it`s at 1.3000

    1.3050
    1.3100
    1.3150
    1.3200
    1.3250

etc, so I should choose the next one higher, try the 4.7, if it fails just keep raising it til it boots ?

I also have something called System Agent Voltage, any idea what that is ?

Yes, increment the voltage one step at a time. I'm not exactly sure on what System Agent Voltage is (or does), so leave that on Auto.

System Agent is what controls the RAM volts and PCIe lanes, yeah leave it on auto as Guy said. 1.4V is supposed to be the max for the CPU.

You posted the 4700 while I posted, good job and you still have some voltage headroom.
