Pastes have a cure time where they spread out and settle as the CPU gets hot and cold. Your friend is right for the most part, it seems to be normal for a week or so. Just keep using your PC as you normally do and see how it's acting then. A water cooler isn't a piece of magical equipment, you'll never cool it down past room temperature, no matter what. A water cooler does seem to keep temps more stable and consistent, and water seems to absorb the shock of higher temps much better than air coolers in my opinion. During stress testing, my water cooler will normalize temps after about 10 minutes and will keep those temps for 12+ hours.
