Hey guys I appreciate your help.
But I think I am newbie in the field of hardwares only
So building a pc and getting suitable components is my weak point.
But i still prefer building a pc rather than buying readymade from stores.
And yes I'm thinking for Windows 8.1 Pro for my new PC.

As I suggested earlier, use YouTube videos to learn assembly techniques. The Newegg.com, link I provided was only to help you figure out what combos you can afford, what components go together. I am not suggesting you purchase your parts from Newegg or other US suppliers, unless to you unable to get a specific part locally. Parts may cost you a little more due to your location.

    Hope this helps.

Most of the technical specifications in websites I'm not able to understand.
Please suggest models for following specs-
Processor- Quad Core with atleast 3.4 ghz, preferably Intel
    RAM-ddr3 12 GB
GPU-2GB memory with support for pixel shader 5 and vertex shader 5
    PSU-Which ever you think suitable.
    HDD- 4TB
Motherboard-The one which can handle the above specifications

I think the budget should be cut of to 40,000 Rupees (650 USD) because of cost of OS.

I would up your budget to at least $750 USD if possible parts in your region are expensive from what I have seen and we can suggest a good build for you but still with the selection might go over budget

    Intel Core i5-3570K Ivy Bridge 3.4GHz (3.8GHz Turbo) LGA 1155 77W Quad-Core Desktop Processor Intel HD Graphics 4000 BX80637I53570K - Newegg.com

ASUS P8B75-M LX PLUS LGA 1155 Intel B75 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard with UEFI BIOS - Newegg.com

    G.SKILL Sniper 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL9D-8GBSR - Newegg.com

    Newegg.com - Seagate Desktop HDD.15 ST4000DM000 4TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive

    Newegg.com - SAPPHIRE 100358OCL Radeon HD 7770 GHz Edition 1GB 128-bit GDDR5 PCI Express 3.0 x16 CrossFireX Support Video Card

    Newegg.com - EVGA 600 B 80 PLUS BRONZE Certified 600W Active PFC ATX12V v2.31/EPS 12V v2.91 3 Year Warranty 100-B1-0600-KR Power Supply

COOLER MASTER HAF series RC-912-KKN1 Black SECC/ ABS Plastic ATX Mid Tower Computer Case - Newegg.com

This should be round your budget actually a little more 769.93 total but with tax it would be somewhere round 800.00+ this is a complete whole system with out os nothing fancy

I did not add a after market cooler on purpose because not sure if you intend to do more or just leave it stock speeds

I already have. You won't get an Intel machine for your budget unless the rest of your components are completely crap.
