New build will automatically start from being shut down

I just finished building my new desktop and it's running great, aside from the fact that I can shut it down, and then somewhere within the next 20 mins or so, it'll restart itself. I checked yesterday, and turned of WOL and PME, and confirmed both in the BIOS, yet it still starts up on it's own. I flipped the PSU switch to keep it off when I wasn't using it, but I'd like to resolve this. As for my specs:

    Asus Z87 Pro
    4770K (w/ Asus auto-OC)
    GTX 770 SC
    16GB Crucial RAM
    PNY XLR8 120GB
    3TB Toshiba
    Win7 Pro
    Corsair HX750 PSU

    Thanks!

If no wake event is listed then maybe it is refusing to sleep. that is, you request sleep, the system tells the drivers to sleep, one tells the system not to sleep. This would happen if you had a shared multi media device.
Run this command in command prompt and make sure you run CMD as Admin, powercfg.exe /energy and look at the energy-report.html file it generates in your system32 directory. It should indicated what program countermanded the sleep request.

Issue can be with USB or Ethernet drivers. Now, you have to make the changes in BIOS. Look for USB HIDs. They should not have allow device to wake up the computer option ticked. Check for Ethernet connection as well. Remove the LAN cable (If you are using one) and try to shut down the PC
