You might want to set like this for being stable:
Internal PLL Overvoltage: Disabled if you want to keep Sleep ModeCPU Ratio ► Desired Overclock (42 = 4.2GHz or 45 = 4.5GHz)
Enhanced Intel SpeedStep Technology ► Enabled
Turbo Mode ► Enabled
CPU C1E ► Enabled
CPU C3 Report ► Disabled
CPU C6 Report ► Disabled
Package C State Support ► Disabled
And disable CPU Spread Spectrum in Bios AI tweaker tab.
Also set disable in Bios EPU tab
You should tell us or be more clear about what you're doing right now.
We don't really know if you're in the process of O'Cing or if you're just trying to have good settings first with that Mobo!:)

Rite now, alli know is that i want the CPU to be at 4.2 just by the multiplier and i want turbo boost disabled.
ok so reading about C-States, i think im just going to enable all of them since i dont hibernate my PC i only sleep it for hrs sometimes. ill benchmark it and try the c states once i get it up to par.
All i can suggest you now, is to read the P8Z77-V-Pro user-manual from Asus site, there's a good part about the UEFI Bios introduction.
Also read the mobo specs reviews online because they do talk often about that UEFI Bios settings.
So, you can keep an eye on what you will need when you'll have your mobo in hands!

I will post my BIOS screenshots from my Sabertooth in a little bit to give you an idea of what options you can change and what you don't need to change.
I did this at first too and locked in a solid oc but it is better to use Turbo you will see no difference it will kick in and you will be at a constant 4.2

I would not disable Turbo, it will just shorten the life of the CPU running at 4.2 all the time.
Like Paul said I suspect if all you do is manually set your RAM to specs and the multiplier to 42 it will work fine. I have all C states disabled right now and all is well.

i was planning on having speedstep enabled. y is is better to OC the turbo rather then the multi?
do note that i use 2 different powerplans in windows. one that runs the CPU at 2.5ghz and one that runs it at full speed. this is because when im not gaming, i dont need the full speed.
