Solved. I reinstalled windows. Hopefully for the last time.
If you were using the same install from an old AMD rig, you still had a boatload of AMD drivers lurking about, fighting with Intel drivers. If you do it again use this tut, Method One, read the Note box.

i wasnt. on the current install of windows, it saw 2 motherboards. 1 that didnt work and my current. both were exactly the same. if i installed the mobo and didnt reinstall windows from my AMD rig, it wouldnt even boot.
