    Computer Restarts When I Shutdown

Recently my computer has been restarting when I shut it down.
I have tried to change the registry values of powerdown on shutdown from 0 to 1 and from 1 to 0.
I have also wake on lan disabled in BIOS.
Also I have disabled the Ethernet adapter to wake up the computer.
I have recently found out that when reset my BIOS to defaults (stopping my 4.5ghz OC) my computer shuts down properly. I found the sweet spot for my CPU, running it at 4.5GHZ and a Fixed Voltage of 1.270v.

Maybe the sweet spot is not so sweet.

Have you tried it at 4.4GHz at the same voltage? Sometimes cpus can degrade slightly over time and require more voltage for the same oc.

The weird thing is, I lowered the multiplier to make it 4.4Ghz, and after the bios splash windows fails to load, the blinking horizontal bar (like the one in command prompt) blinks for around 15 seconds and then my computer powers off.
